Czech Republic, Slovakia among liberal EU members - Prague Daily Monitor
The Czech Republic and Slovakia are counted among the more liberal EU member states two years after both countries joined the Union on May 1, 2004.

According to diplomats in Brussels, the Czech Republic has made its name with its efforts for stricter sanctions against the authoritarian regime in Belarus and its uncompromising stance on Cuba.

In EU internal policy, the Czech Republic was striving for the extension of VAT reliefs and for the most liberal directive on free movement of services as possible.

Of course, liberal here means economically libertarian. However, it might be fair to say that the Czechs are reasonably liberal on social issues, as well. From drugs or abortion to gay rights. They are the most 'atheist' country in the world after all.
