Well, it appears that you can do that if you get the Ultimate edition of Windows Vista. From March 31 on you will be able to download a Czech language package and install it on your computer. What's more, you can just create one user who will be running with that language so people in your family and/or office won't be forced to learn Czech if they don't want to (although why they wouldn't I don't know).
