It is hard to say whether this law will actually strengthen xenophobia in Czech lands but it certainly makes things more difficult for immigrants. This may be partly tied to the upcoming Schengen union.

the government wants to make things easy for foreigns, but it probably increase the xenophobia from Czech people to strangers?
Are Czech xenophobic? If yes, for everyone, or to specific groups, Germans, Russians, French, Brazilians ^^, Northern African, Middle-East, Far East Asia, ... whoever.
